ACA Open Enrollment | OLSE with New FAQs on Healthcare Information

ACA Open Enrollment began on November 15; understanding your options, how they comply with the ACA and HCSO, and which is best for your business, can be extremely confusing. We have a chart comparing different types of plans (including full coverage, SHOP, MEC plans, and the city option), for different sized businesses. Also note, the San Francisco Office of Labor Standards Enforcement (OLSE) has released updated versions of FAQs on the following health care issues: 2014 compliance, the phasing in of irrevocable Health Reimbursement Accounts (HRAs), and the HCSO and the ACA. OLSE spells out how they will treat contributions in excess of 20 hours to HRAs, and whether employers can receive credit for expenditures contributed over 20 hours to an HRA (which only happens when expenditures exceed 20 hours). An addendum to the annual reporting form will be required for those contributing in excess of 20 hours to an HRA; unspent ours over 20, will require employers to “true up” by January 30, 2015.
