True-Up City Option Site Down; 2014 Annual Reporting Form Available
Today, Friday, April 10, was the original “true up” deadline for 2014 health care expenditures. However, the City Option Employer Portal is currently unavailable due to a data center upgrade. You cannot access the site until it becomes available again on Monday, April 13, at 8:00am. You have 5 business days after the true-up deadline to submit your payment before you will be penalized, meaning you now have until next Friday, April 17. More information is available on the Office of Labor Standards Enforcement (OLSE) website. The “true up” refers to hours over 20 allocated to an Excepted Benefits HRA only. There is no form for the “true up” so use the recently released annual reporting form as your guide. If you have 20 or more employees, you are subject to the Health Care Security Ordinance (HCSO) and the Fair Chance Ordinance. The 2014 Employer Annual Reporting Form for those ordinances is now available. You must submit the form to the Office of Labor Standards Enforcement by April 30, 2015, to avoid penalties. Please note: this year, 60 percent of health care expenditures are irrevocable, and employers are expected to make quarterly payments to a third party that meet the 60 percent requirement. Options still include health insurance — medical, dental, vision, Excepted Benefits HRAs (if they are irrevocable), and the City Option.
